DescriptionPortfolio Governance Director - Utilities - Staines To propose and manage the model through which individual projects/programmes, small change and the overall portfolio are governed To propose and then apply, the financial authorities and standards for approval of funding and business cases for programmes, projects and small change To define and ensure the application of, the tools, methodology, business case and reporting standards to be adopted by all projects and programmes To propose and then apply, the quality assurance model (including key conditions triggering external Q A) to be applied to projects and programmes To manage the total discretionary investment spend and its apportionment (to small change, to investigations, to projects supporting different business drivers and to capital maintenance) To recommend budget allocation and release and funding draw downs for specific projects to the investment committee To create a meaningful and accessible view of the portfolio of investment projects and programmes, differentiating between those which are in 'investigation' and those which are in 'delivery', identifying key milestones, deliverables, costs and business benefit outcomes To evaluate, report on and challenge the performance of the whole portfolio drawing on insights generated through integrated change planning, constraint management and resource planning processes To report and challenge the progress and performance of projects within the portfolio to the Leadership team, presenting new projects for approval to enter the portfolio, financial approvals and exceptions To report and challenge the progress and performance of the small change portfolio to the Leadership teamto highlight overlaps or duplicative claiming of benefits and ensuring these are resolved (offering insight on how this might affect the scope of structure of a project, as appropriate, to inform portfolio structuring). To ensure operational and regulatory risks are managed and escalated as appropriate. To ensure information systems are rund to the required standard to maintain accurate and secure records. To ensure there are adequate Portfolio Governance and P M O resources, including contingency arrangements, to run the business and meet our customer commitments. To adhere to the Competence and Training procedures, in particular to promote a culture where customers are treated fairly and are properly informed. Ensure the safety and environmental policies, guidelines and procedures are understood and deployed throughout the Portfolio Governance and P M O Team.
